Cleaner Production (Eco-efficiency) Programme, implemented in 45 countries since 1994 under the leadership of United Nations Development Programme (UNEP) and United Nations Industry Development Organization (UNIDO) since 1994, has been started in Turkey as a sub-programme of United Nations programme “MDG-F 1680 Enhancing the Capacity of Turkey to Adopt Climate Change” that is supported by Spanish government and came into force in 2008.
UN Joint Programme compromises development, environment, industry, agriculture related components and is collectively carried out by related cooperation connected to UN. Pilot region for UN Joint Programme is Seyhan River Basin and Ministry of Environment and Forestry is main beneficiary this programme. One of the most important outputs expected from UN Joint Programme is the determination of national strategy for adapting climate change and arrangement within the framework of development plans.
According to the conducted scientific researches, most distinct effects of climate change is the reduction in precipitation, groundwater and usable water amount and increase in water tension in both Seyhan River Basin and countrywide. In this context, from the point of view that “ adaptation to climate change can be procurable with cleaner production and eco-efficiency applications”, in the related industry act of the UN Joint Programme Eco-efficiency (Cleaner Production) Programme came into force in the responsibility of UNIDO. Duration of the programme is 3 years and it is forseen to be completed in June 2011. The main objective of the programme conducted by TTGV, is setting up an eco-efficiency (cleaner production) center by creating a national capacity.
Due to being a sub-programme of “adaptation to climate change” themed UN Joint Programme, in the pilot scale level “water consumption” part of cleaner production is taken into account. Being suitable to the UN programme methodology, establishment and dissemination of eco-efficiency and cleaner production concepts with all dimensions are aimed.
In the scope of programme, first priority sector in Seyhan River Basin were determined in the context of environmental and economical parameters. These are, Textile-Leather, Food-Beverages, Chemical Products and Metal Processing-Machinery sectors.
From the beginning of the programme, various activities were conducted for the establishment of local, national and international cooperation network. Meetings were organized for information sharing and awareness raising with the cooperation of local stakeholders. In his context, 200 participants were achieved with meetings organized in Adana, Kayseri, Niğde and Ankara. With other participated events information about programme and its outputs were explained to nearly 175 people.
Activities for the implementation of eco-efficiency pilot projects with “water consumption” privileged dimension have been continuing in Seyhan River Basin by determination of companies operating in priority sectors. Up to date, projects have been stared in 3 companies and average water consumption ratio from the projects in the refereed companies is 30-35% and total reduction amount is 420,000 m3/year. Still project development studies for 3 companies are in progress.
Two stage training programme was organized for the purpose of enhancing the national capacity, training national experts and development of network that the Eco-efficiency Center will study in cooperation with in medium-long term. In the first stage of the training, Eco-efficiency Basic Training was given to 68 participants, in second stage training case advanced level practice training were given to 25 participant selected from that of previous training. Participants were composed of environmental and energy consultancy companies, universities, related public institutions, centers, unions, industry enterprises, chamber of industries, organized industrial zones that may give services like dissemination, implementation training in this field.
In the next period, strengthening the cooperation networks, competition, monitoring, documentation of the pilot projects, preparation of sectoral guidelines and performing dissemination activities.
