Project of Determination of the Framework Conditions and Research-Development Needs for the Dissemination of Cleaner (Sustainable) Production Applications in Turkey

In 2009, the Ministry of Environment and Forestry initiated the “Determination of the Framework Conditions and Research-Development Needs for the Dissemination of Cleaner (Sustainable) Production Applications in Turkey Project”.  Its aims were to create infrastructure for a road map of the dissemination of cleaner (sustainable) production in Turkey.  The project was conducted on behalf of the Ministry of Environment and Forestry by TTGV, under the consultation of Prof. Dr. Göksel Demirer.    In this project, the current situation on the subject of “cleaner (sustainable) production” was evaluated in terms of capacity, source, legal regulation, incentive mechanisms and existing studies, and they were compared with international applications.  It was also aimed that proposals in accordance with Turkey’s needs and conditions be prepared.  The project’s final report was the project’s most important printout, which included the aforementioned project’s completed work and made evaluations.

During the preparation of the Report, “benefiting from the most current and available information and data”, “providing as much information and data directly from related agencies and institutions as possible”, “basing on scientific and objective methods of analysis and evaluation derived from scientific literature” and “benefiting from the provided opinions and contributions of the stakeholders by involving them in the process” were taken as the basic principles. In this context, it was aimed to include all stakeholders representing public establishments, universities, research institutes, non-governmental organizations, chambers and unions, industrial chambers and organized industrial regions, sectoral institutions, international organizations and media and finance institutions during the process of preparing and discussing the report.

Within the project it was requested that contributions from the stakeholders be made aiming at 128 stakeholders in order to determine the existing institutional capacity, aiming at 37 in order to determine the priority sectors for cleaner (sustainable) production and 151 in order to make contributions and give opinions in regards to the Draft Report.  Consequently, 66 institutions were involved in the determination of the existing institutional capacity and 23 institutions were included in the determination of the primary sectors.  Contributions and opinions that were expressed during the Project workshop held on Dec. 29, 2009 with 125 participants from 62 institutions were reflected in the Project Final Report.
